The Athens Cultural Affairs Commission (ACAC) was established to advise the Athens-Clarke County Unified Government on cultural affairs and aesthetic development of the built environment in accordance with provisions of planning, programming, procurement, installation, operation, and maintenance of public art projects and artworks.

The Arts in Community Awards program (formerly the Arts in Community Grant program) has funded public art projects and events since it was established in 2016. Funding amounts and number of awards may vary year to year. This is the second round of Arts in Community Awards issued in 2020; this AICA round is subtitled Resilience, which distinguishes it from the previous cycle. In response to the COVID-19 pandemic crisis of 2020, the Athens-Clarke County Mayor and Commission approved funds from the ACC Resiliency Package to expand the existing Arts in Community Award program, in order to contribute to the revitalization of the community through public art.
