Governor's Executive Order for Feb. 16-28 


On February 15, 2021, Governor Kemp signed the Executive Order providing additional and revised guidance in response to COVID-19. The order took effect on February 16, 2021 at midnight and runs through February 28, 2021 at 11:59 p.m.

The order modifies sanitation guidance for businesses and events in accordance with data on the novel coronavirus' ability to spread from surface contact.

The order also adds a requirement for restaurants, non-critical infrastructure businesses, and events to ensure their ventilation systems operate properly, in response to data showing that increased air circulation and purification reduce the spread of COVID-19.
Critical Infrastructure businesses are encouraged to ensure proper ventilation as well, and all Georgia businesses and events should increase air circulation and purification as practicable.

A provision is included to allow an individual to to apply for a renewal of their weapons carry license up to 120 days after the expiration date if the license expires during the ongoing Public Health State of Emergency.

There is also a provision allowing lawful noncitizens to apply for one or more additional 120-day temporary driving permit or ID card from the Department of Drivers Services if they have a valid Georgia license or ID that expired on or after March 14, 2020, if they have a request for extension of lawful residency pending with the Department of Homeland Security or other applicable federal agency, and they have already been granted a one-time 120-day temporary permit or ID permitted by Georgia law.

This provision is being made in response to the continued extended delays these residents are experiencing in receiving their lawful residency extensions from federal agencies.

Among other areas, the executive order continues to include provisions for:

  • Residents and visitors to practice social distancing
  • Gathering of persons of more than 50 persons at a single location if they are required to stand or be seated within six feet of any other person
  • Sheltering-in-place for those who have a higher risk of severe illness
  • Guidelines for restaurants and dining services; industry, commerce, organizations & non-profits; healthcare; education & children; governments; sports & live performance venues; and conventions.

New DPH COVID-19 Vaccine Dashboard


The Georgia Department of Public Health (DPH) launched a new COVID-19 vaccine dashboard on the DPH website (dph.georgia.gov - direct link: https://experience.arcgis.com/experience/3d8eea39f5c1443db1743a4cb8948a9c/). The dashboard provides a detailed, transparent picture of vaccination administration in Georgia.

The dashboard will update daily at 3 p.m. and now includes:

  • Number of vaccine doses that have been administered in Georgia and reported to the Georgia Registry for Immunization Transactions and Services (GRITS), broken out by first and second doses.
  • Number of vaccine doses administered by a Georgia provider per 100,000 residents, broken out by first and second doses.
  • Vaccine doses administered by county and by day.
  • Race and ethnicity data of vaccine recipients.
  • Total number of vaccine doses that have been shipped to Georgia from the federal government’s allocation for the state.
  • The number of Georgia providers that have received vaccines from the federal allocation for Georgia.
  • Number of vaccine doses shipped to Georgia providers and the percent of those doses administered.

DPH will regularly review and update features of the dashboard to ensure data quality, accuracy, and transparency.

Feb. 17 Case Update for Athens-Clarke County


The Wednesday, February 17 update shows an increase of 212 positive cases and 5 deaths since Wednesday, February 10.

Positive UGA COVID-19 Tests Reported Through DawgCheck - Week 26 (Feb. 8-14)


The University of Georgia DawgCheck tool gives members of the campus community the ability to self-monitor and to facilitate information sharing internally and with the Georgia Department of Public Health (DPH). Any student or employee with a positive COVID-19 test is required to report the test in DawgCheck.

The table above reflects the total number of positive test results reported through DawgCheck each week. It is updated every Wednesday. Please note the following:

  • Positive tests reported through DawgCheck are from any of the approximately 50,000 faculty, staff, and students connected to the University of Georgia, whether located in Athens, extended campuses, extension offices across the state, or even other states and countries for students who elected to take online classes.
  • The totals may include reports from individuals who have not been on campus recently, there may be delays in reporting, and the totals may even include individuals who have recovered.
  • Therefore, the data does not serve as an accurate barometer of the current status of COVID-19 at any point in time at any one of UGA’s campuses.
  • For the week of February 8, 51% of the tests in the “Other” category were performed in Athens-Clarke and its 5 adjoining counties, and the remaining 49% were located elsewhere in the state. One student reported a positive test done outside of the state. One instructional faculty member reported a positive test.

Northeast Health District Weekly Report - February 15


The Georgia Department of Public Health's (DPH) Northeast Health District produces a weekly COVID-19 testing report for the 10-county district that covers Athens-Clarke, Barrow, Elbert, Greene, Jackson, Madison, Morgan, Oconee, Oglethorpe, and Walton counties.

Athens-Clarke County's page of the report is shown in the first of the two charts below, while the second one shows the previous week's report for comparison purposes.

The newest weekly report for Feb. 15 was released on Wed., Feb. 17.

The report includes county-by-county information about:

  • Total number of PCR tests performed by all providers reported to DPH
  • Percent of total tested with positive results
  • Positive cases per 100,000 total population
  • Cumulative number hospitalized
  • Percent of positive cases requiring hospitalization
  • Cumulative deaths
  • Percent of positive cases who died
  • Deaths per 100,000 total population
  • Positive cases by race/ethnicity and age (from tests performed by the Northeast Health District only - does not include other providers)
While reports are dated on Monday and use data for the previous week, the reports will usually be posted on Wednesday due to the time required to assemble and confirm the report.
