FY27 CDBG Application Notice of Intent Requirement

This is a reminder that agencies that are interested in applying for the FY27 CDBG Funding Opportunity must submit a Notice of Intent no later than Friday, October 24, 2025, by 11:59 PM.  Agencies will not be able to complete or submit an application for funds unless they complete this required step in the ZoomGrants platform. FY27 CPP and Housing Counseling Applications Now Open

FY27 Community Partnerships Program (CPP) – Up to $1M in ACCGov general funds are available to support eligible activities that address identified Community Services (neighborhood revitalization activities, poverty reduction and economic strength activities, or intervention and prevention activities) and Homeless Continuum of Care Services. General funds will be available for FY27 contracting (July 1, 2026 through June 30, 2027) for awarded activities.

FY27 Housing Counseling Programs – Up to $100,000 in ACCGov general funds is available for Housing Counseling activities. This opportunity aligns with the ACCGov Strategic Plan Goal to expand Housing Counseling Services to assist ACC renters and homeowners. General funds will be available for FY27 contracting (July 1, 2026 – June 30, 2027) for awarded activities.

FY27 HOME Investment Partnerships America Rescue Plan Extended Application Period for Affordable Rental Housing Development

The Athens-Clarke County Unified Government Housing and Community Development Department (HCD) announces an extended application period for certain activities under the HOME-ARP competitive RFP released on September 5, 2025. These funds must be used to support activities that are primarily designed to assist individuals or households who are homeless or at risk of homelessness by developing affordable rental housing:

  • Development of Affordable Rental Housing $1,300,000
  • Non-Profit Operating $125,000
  • Non-Profit Capacity Building $125,000
  • Total $1,550,000

Applications for Affordable Rental Housing Development, Non-Profit Capacity Building, and Non-Profit operating must be received no later than midnight on December 1, 2025.

Units developed with HOME-ARP funding must primarily serve qualified populations as defined in the Athens-Clarke County HOME-ARP Allocation Plan approved in March 2023.

HOME-ARP applications are accepted annually and awarded through a competitive process.

The HOME-ARP funds will be available for the contracting period of July 1, 2026, through September 30, 2030, for approved activities.

The extended RFP process is open to eligible nonprofit organizations and for-profit developers through December 1, 2025.
