A subdivision of an existing lot into 5 or more lots, or a project that includes public street construction is classified as a Major Subdivision.
When is it needed?
Prior to subdividing 5 or more lots from a single parcel or when a project involves the construction of public streets
Any preliminary plat that contains more than ten lots, or covers more than two acres, or contains attached single-family units, or creates lots of less than 8,000 square feet, or creates a residential subdivision with an overall density exceeding 2.5 dwelling units per acre must also receive approval of a site review, chapter 25.
Preliminary plat approval shall be obtained prior to filing a site review application. Site review applications are required for any subdivision of 10 lots or more or subdivisions that include public street construction. Site review approval shall be obtained prior to filing a final plat application.

Applicant to resubmit for new review cycle
Prior to final signature from the Planning Director, a public input Preliminary Plat staff conference must be held. These are typically scheduled on the same day and immediately following the Plans Review meetings precipitated by the initial plat submittal and first round of reviews.
Preliminary Plats must receive final approval from all departments prior to the submittal of a Site Plan Review package (9-26-2.A)
